Yes, you can ride the Veloretti Electrics without the battery charged. You just won't be able to use the features such as display, pedal assistance, or automatic shifting. The built-in lights won't work either, so don't try this at night. But otherwise, the bike will take you from A to B just fine – with a little leg work!
